Home Information Packs – Are they worth the paper they are written?

Home Information Packs was first mentioned as part of the Manifesto Labor in 1997 and was originally deemed to be the solution to the problem then gazumping common. In the eight years that followed, the reason for the existence of HIPS is that you can accelerate and simplify the current process housebuying. Hips was finally introduced last August in an attempt to simplify the buying process, but have received some very negative press since.

One of the main objectives of the legislation is to reduce hip high percentage of current sales agreement (apparently more one in four) who do as far as an exchange of contracts. hips is intended to deliver this aspiration, providing key information at the beginning of the process home purchase.

Recent survey has revealed that the majority of homebuyers that Home Information Packs are a waste of time, with fifty and seven percent of respondents saying it is time to scrap the hips and many blame the cost of supply as a factor contributing to the significant decrease in the number properties offered for sale in the UK.

A YouGov poll found that only 5 percent believed he had delivered benefits packages, while 68 percent said they had not been able to make a positive difference. The survey results are another blow to the controversial packs, which cost sellers of anything from € 200 – € 400 and contain title deeds, records and a certificate of energy efficiency.

The scheme is opposed trade bodies of real estate agents, lawyers and the Council of Mortgage Lenders. HIPS critics say that some buyers have been forced to seek guidance independent after finding the contents of packages unreliable.

A Conservative housing spokesman Grant Shapps said part hips had undermined the housing market. "A year later, the public does not trust the role of these packages are written," he said. Mr Shapps continued that "the only people who want to keep these broken hips are vested interests who are selling, and government ministers who are falsely using the fig leaf green the environment to justify further this public policy disaster. "

A spokesman for the National Association of Realtors, said: "Since its conception, the packages were surrounded by a catalog of disasters." And so far, instead of contributing to improving the home buying process and sale, have served as an obstacle, and nothing more than a piece of purpose of the bureaucracy. "

The confusion over the application package forced former Communities Secretary Ruth Kelly to delay its implementation and exclude smaller homes in the initial phase of the scheme last year.

The introduction of HIPS system problems have apparently not hampered the government's appetite for the hips, as they have recently announced plans to increase the amount of information packages necessary to enter Home Information. This movement is likely to increase the production cost of each HIP.

Government now wants to include an information questionnaire Property (APP) in packages give people more information about a property up front. It is hoped that the decision to reduce the risk of problems come to light later in the process and cause delays or sales to fall through. The questionnaires included information on any work construction was carried out on the property, details on parking arrangements, council tax bands and information on public services related to property. The objective of the Government to implement this additional requirement as a mandatory part of the package on 1 January 2009.

Housing Minister Caroline Flint said: "Having the right information about a property early in the buying process is essential if we are to reduce delays and reduce costs of waste, both buyers and sellers. "hips are an important first step in achieving greater efficiency and Questionnaire Property Information only improve on this, ensuring buying and selling process is simpler for everyone. "

The Government is also considering the increased quality of information lease included in the packages. New information on leases including details of the ground rent, service charges, the cost of buildings insurance and major works are planned, and a copy of the lease itself. Currently there is only a temporary provision that requires a copy of a contract lease to be included in the packs.

Conservative Shadow Housing Minister Grant Shapps said: "Home Information Packs have already strangled the housing market by discouraging sellers. Given its fragile state, the housing market needs more bureaucratic red tape like a hole in the head. "Behind the smokescreen of the hips, the real agenda of work is to build a database property of each home. The questionnaires are the property more probably just another way to carry out the revaluation of council tax and controversial job re-banding by the backdoor. "The public will be beaten twice – once for a costly Home Information Pack and again in the form of draft law of the Supreme Council tax for home improvements and their parking spaces .

There is evidence that the controversial Home Information Pack (HIP) scheme has not succeeded in accelerating the process of selling the home, new figures suggest.

The package, introduced a year despite huge opposition, are not to be compiled in less than a week – as the government expected to be possible – because local authorities are much slower in recovering local searches than a year ago. Search is one of the main documents in a package. It marks any potential road schemes or developments that might frighten a home buyer moving to the area.

The average time councils to deliver the searches has increased by one third, from 5.3 days to 7 days. Some councils are taking more than 20 days to process an application, with the London Borough of Hillingdon taking 44 days on average.

Local councils increasingly poor performance in relation to providing search data is impacting negatively on the hips of two ways. First, virtually all HIP providers subcontract their searches now search companies staff to obtain the search component for total hip, as soon as possible. This means that the search for information contained in the hip is not often contain the most relevant information will be disclosed by an official search of the Council. Secondly, with the advice more and more the perception of high level of official rates of searches and the length of time required to deliver, there is a direct impact on HIP providers and, consequently, the price paid by the consumer.

Sir Bryan Carsberg earlier this month, after spending a year researching the housing market, it is recommended that hips should be scrapped, arguing that "do not make a useful contribution to the process of purchasing the house. Do not speed up transactions and are in danger of losing its actually too fast. "It seems to impose a cost, without providing any benefit."

Shadow Housing Minister, Grant Shapps, said that the slowness of local authorities was proof that her hips were not working. "This destroys the arguments that are left last job about the benefits hip and joins the assembly file of evidence against them. "The industry does not want them and neither the buyers and sellers – that are choking the market a time when needs are being launched, "he said.

By contrast, a spokesman for the Department for Communities and Local Government said: "As a result of increased transparency resulting from HIPS, we are already seeing a drop in costs for sellers commissioning searches – more than 160 authorities local authorities have reduced their prices by an average of 20 pounds. "We have issued guidance to councils to ensure priority access to private enterprise search increasing competition and providing consumers with cheaper and faster searches. "

However, charges for searches officers are two to three times more expensive than the option of seeking, it is doubtful that any HIP provider will use the search option more official HIPS expensive in a highly competitive market.

Buyers of the property and may find that the search information included in the hip for the property they are buying is out of date or too vague to pass control of the lender. This situation of course delay the sale process and frustrate the object of the hips.
